In the 1690s Leibniz circulated medical and public-health advisory notes inside his scientific correspondence and academy plans. The instrument is that advisory cluster, not a modern ministry of health.

Polymath counsel includes medicine. Akademie-Ausgabe and SEP independently place medical interests among his projects. Unique mortality series are not invented here.
