# Csaba Hende becomes Hungary's defence minister

Date: 2010

On 29 May 2010 [Csaba Hende](/people/csaba-hende) took office as Hungary's minister of defence in [Viktor Orbán](/people/mig-actor-viktor-orban)'s second government, after Fidesz won a two-thirds majority in the April election. He had been state secretary at the justice ministry in Orbán's first government and led the defence ministry until September 2015.

### A defence minister sworn into the second Orbán cabinet

On 29 May 2010, Csaba Hende took the oath as Hungary's minister of defence in the second government led by Viktor Orbán. The appointment followed Fidesz's landslide victory in the April 2010 parliamentary election, which gave the governing alliance a two-thirds majority. Hende previously held government and parliamentary roles and was tasked with overseeing the Hungarian Defence Forces at a time of budget pressure and institutional reorganisation. The parliamentary confidence vote for Orbán's cabinet and the swearing-in of ministers took place during the formation of the new administration.

Contemporary defence-ministry communications reported that the parliamentary defence committee endorsed Hende's nomination and that he assumed responsibility for personnel, military readiness and allied obligations. Hungary had been a NATO member since 1999, so the ministry's tasks included collective-defence coordination alongside domestic disaster response. Hende spoke about professional obligations and the armed forces' public responsibilities in his first days in office. These were early ministerial priorities rather than independently measured improvements in force readiness.

The new government also began broad constitutional and institutional reforms, which later attracted debate over [democratic resilience](/drivers/democratic-resilience). Hende remained defence minister until September 2015, when disputes over management of migration pressures contributed to his departure. That later resignation should not be confused with the 29 May 2010 appointment. The initial cabinet change was authorised through Hungary's constitutional formation process and identified a civilian minister accountable for military administration. Subsequent contested security policies and restrictions on [freedom of assembly](/drivers/freedom-of-assembly) require evidence of specific decisions rather than being attributed automatically to the defence portfolio's creation.
