# IACHR documented a common pattern of serious rights violations

After a May working visit and continued monitoring, the IACHR issued a report describing a common pattern that included excessive and arbitrary police force, deliberate use of lethal force, parapolice activity with State acquiescence, arbitrary detention, mistreatment, censorship and obstacles to medical care. The Commission concluded that multiple protected rights had been violated. Amnesty's independent investigation documented overlapping patterns of lethal repression.
