# ICC unseals four Taliban arrest warrants over alleged gender persecution

Date: 2026

On 5 October 2026, ICC Pre-Trial Chamber II unsealed four arrest warrants in the Afghanistan situation. The warrants concern [Hibatullah Akhundzada](/people/hibatullah-akhundzada), Abdul Hakim Haqqani, Habibullah Agha and Neda Mohammad Nadim and allege the crime against humanity of persecution on gender grounds. The chamber said girls and women were deprived of fundamental rights through Taliban decrees and edicts and also described alleged targeting of people whose sexuality or gender identity was regarded as inconsistent with Taliban policy, as well as people viewed as allies of girls and women. The warrants are accusations at a pre-trial stage, not convictions. Akhundzada had not been arrested as of 6 October 2026.
