## The fact

In August 2025 President Ruto established a framework for compensating victims of protests and riots, later tied to a Kenya shilling two billion allocation and to a KNCHR reparations framework covering violations from 2017 to 2025.

## Context

KNCHR supplied the victim framework. The Treasury still has to pay. He announced without a full apology in some reports. 2017 deaths are neighbouring earlier presidencies’ files inside the same KNCHR wrap.

The 25 June 2024 killings and July abductions are earlier instruments.

The president of Kenya is head of state and government under Article 131, commander-in-chief, and assents to bills Parliament has passed. He does not write IEBC gazette notices, Supreme Court judgments, UN Security Council resolutions, or IMF board decisions.
