# UN Commission of Inquiry reports crimes against humanity in DPRK camps

Date: 2014

## The fact

On 17 February 2014 the UN Commission of Inquiry presented A/HRC/25/63: crimes against humanity in political prison camps; ICC referral recommended. The DPRK had denied access. [Kim Jong Un](/people/kim-jong-un) was already supreme leader.

## Context

The camp system predates 2011. He commands it after 2011. Inmate totals are contested and are not supplied. This contribution is complex: continuation of a pre-existing system, not authorship of every 1970s camp.

COI 17 February 2014; UNGA 69/188 18 December 2014. Keep dates. Keep UN Commission of Inquiry reports crimes against humanity in DPRK camps on 2014-02-17 separate from neighbouring nuclear-test, camp, Vostochny, treaty, and troop-despatch instruments.

The President of the State Affairs Commission commands the armed forces and signs treaties.

## Evidence and sources

OHCHR / UN Human Rights Council carries the official instrument or communique. Reuters records the same dated act independently.

## Significance

The path is [civic space](/drivers/civic-space): a completed UN finding of crimes against humanity in camps that continue on his watch. It is not hung on the GULAG-era political-imprisonment row.

## What is established and what is not

Established: The COI reported crimes against humanity on 17 February 2014 while Kim was leader; the DPRK denied access.

What would change the picture: a contradictory original with a different date or name, a later repeal, a court that vacated the instrument, or a measured series that can be argued, with lag and alternatives, as a consequence of this instrument rather than of later institutions.

The date is the date of this instrument, not a licence to back-date every later harm or benefit.

He commands it after 2011. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies UN Commission of Inquiry reports crimes against humanity in DPRK camps, not a later speech about UN Commission of Inquiry reports crimes against humanity in DPRK camps.

Co-authors and later implementers named in Context remain on the file. UN Commission of Inquiry reports crimes against humanity in DPRK camps on 2014-02-17 is not a licence to treat every later OHCHR / UN Human Rights Council communique as this same act. If a later repeal, stay, or successor instrument exists, it needs its own date and its own row. This dossier refuses to average UN Commission of Inquiry reports crimes against humanity in DPRK camps into a personality. The contribution described on this Person row is limited to Complex: the camp system predates him. He commands it after 2011. That limit is the alternative to treating office-holding as authorship of every later series.
