On 20 February 2026 the body of Sisay Luangmonda, known as Bao Mor Khaen, was found on a roadside outside Vientiane. Human Rights Watch on 2 March recorded family reports that soldiers arrested him on 14 February and took him to Phonthan Prison, that authorities gave no whereabouts, and that no forensic investigation had begun. Warrant-level personal presence of the GS is not claimed. Disappearance censuses are not invented.
