# The Chicago Summit Agreement promises open housing without an enforceable citywide mechanism King can hold

Date: 1966

## The fact

On 26 August 1966 King and Chicago officials announced a Summit Agreement on open housing after Gage Park and [Cicero](/people/cicero) marches met organized white violence. The text promised realtor steps and city effort without a binding, immediately enforceable desegregation machine.

It is one event.

## Context

A paper summit can be a first wedge and can be a stall. Subsequent years did not desegregate Chicago’s dual housing market.

[Martin Luther King Jr](/people/martin-luther-king-jr).’s documented role is bounded by other offices and collaborators named in the sources below. Sharing a field with them is not a reason to drop a documented act, and it is not a reason to assign later consequences done in the name after death.

Daley, the Chicago Real Estate Board, and SCLC signed. Implementation belonged to the city and brokers. King did not run Chicago housing.
Named person as heading of the dated public instrument. Later editors, museums, printers, or offices share publication. Complex where later carriers date the row.

## Evidence and sources

The King Institute Chicago Campaign entry and Britannica independently describe the 1966 agreement as limited in enforcement.

Official or archival record: King Institute — Chicago Campaign (https://kinginstitute.stanford.edu/encyclopedia/chicago-campaign; Stanford University).

## Significance

A housing-rights campaign that closes on an unenforced civic promise is an inequality path: dual markets remain.

Chicago is not the 1968 Fair Housing Act, which others passed after his death.

A housing-rights campaign that closes on an unenforced civic promise is an inequality path: dual markets remain.

## What is established and what is not

Established: the August 1966 Summit was announced and lacked a hard enforcement engine. Not established: that King preferred weakness, or a unique 1966 Gini coefficient.

What would change the picture: a contradictory original with a different date or name, or a measured series that can be argued, with lag and alternatives, as a consequence of this instrument rather than of later institutions.

The date is the date of this instrument, not a licence to back-date every later harm or benefit.

Established here: a sourced, dated public instrument with a named contribution by Martin Luther King Jr..

What would change the picture: a contradictory original with a different date, signatory, or non-occurrence; a demonstrated forgery; or a measured series that can be argued, with lag and alternatives, as a consequence of this instrument rather than of other causes.
