On 2 July 1964 [Johnson](/people/mike-johnson) signed the Civil Rights Act of 1964, barring segregation in public accommodations and employment discrimination. King had campaigned for federal legislation through Birmingham, the March, and public pressure.

A statute is Congress’s. A campaigner can still be a principal demander. This is not the 1968 housing act.
