## The fact

On 23 August 2016 [Aung San Suu Kyi](/people/aung-san-suu-kyi) appointed the Advisory Commission on Rakhine State chaired by Kofi Annan.

## Context

The commission advised. She did not have to implement. An advisory body is still a dated minority-rights instrument with later non-implementation leaks.
