# 1925–26 exceptional decrees ban opposition parties, gag the press, and make Mussolini legally Duce

Date: 1926

## The fact

Through 1925–26, culminating in November 1926 decrees after the Zaniboni and other attempts, opposition parties were banned, the press licensed, elected local government replaced by [podestà](/people/john-podesta), and the head of government made unaccountable to the Chamber in ordinary form.

It is one event.

## Context

This is the legal dictatorship. Squad violence had already done the teaching. Laws made the teaching statutory.

Benito Mussolini’s documented role is bounded by other offices and collaborators named in the sources below. Sharing a field with them is not a reason to drop a documented act, and it is not a reason to assign later consequences done in the name after death.

Named person as heading of the dated public instrument. Later editors, museums, printers, or offices share publication. Complex where later carriers date the row.

## Evidence and sources

Normattiva/Camera legislative history and Treccani independently describe the leggi fascistissime cluster.

Official or archival record: Normattiva — Italian official legislation database (https://www.normattiva.it/; Presidenza del Consiglio dei Ministri).

## Significance

Banning parties and the free press is a [democratic-resilience](/drivers/democratic-resilience) harm of high confidence.

A decree is not the Lateran Treaty. Split 1929 as a different instrument.

Banning parties and the free press is a democratic-resilience harm of high confidence.

## What is established and what is not

Established: 1925–26 exceptional decrees created a one-party executive state. Not established: that every later crime is already in these texts as a schedule.

What would change the picture: a contradictory original with a different date or name, or a measured series that can be argued, with lag and alternatives, as a consequence of this instrument rather than of later institutions.

The date is the date of this instrument, not a licence to back-date every later harm or benefit.

Established here: a sourced, dated public instrument with a named contribution by Benito Mussolini.

What would change the picture: a contradictory original with a different date, signatory, or non-occurrence; a demonstrated forgery; or a measured series that can be argued, with lag and alternatives, as a consequence of this instrument rather than of other causes.

Contribution type is direct. They are not a public rating.
