On 31 December 2024 [Sheinbaum](/people/claudia-sheinbaum) promulgated Article 21 amendments granting the civilian SSPC authority to conduct criminal investigations and intelligence and to coordinate the National Intelligence System. Neighbouring pre-trial expansion is a different article.

## Context
