# La Gaceta publishes Law 1115 centralising control of non-profit organisations

Date: 2022

## The fact

On 6 April 2022 La Gaceta, Diario Oficial No. 66, published Law 1115, the General Law for the Regulation and Control of Non-Profit Organisations, approved by the [National Assembly](/organizations/national-assembly) on 31 March 2022 and executed by the presidency on 5 April. The statute created the Interior directorate that later cancelled organisations by ministerial agreement.

## Context

She was vice-president and communications coordinator. GHREN later recorded that Fidel Moreno mapped organisations to cancel under her direction at least from 2021. He remains unresolved. She did not sit as every deputy.

Law 1127 of 16 August 2022 is the child that enabled Interior acuerdos. Acuerdo 38 of 19 August 2024 is a later mass cancellation. Keep La Gaceta publishes Law 1115 centralising control of non-profit organisations on 2022-04-06 separate from neighbouring 7 November 2021 CSE night, 6 April 2022 Law 1115, 19 August 2024 Acuerdo 38, 30 January 2025 co-presidency reform, and 1 September 2026 first-reading seven-year vote.

The co-president of Nicaragua is head of state and, under the 2025 text, coordinates other organs and sits as supreme command of the army, police and Interior. She can announce constitutional reforms and midday communiqués. She does not sit as a CSE teller, a Managua trial judge, or every Interior clerk who stamps an NGO cancellation.

## Evidence and sources

1115 — La Gaceta, Diario Oficial No. 66 of 6 April 2022 (http://legislacion.asamblea.gob.ni/gacetas/2022/4/g66.pdf; National Assembly of Nicaragua / La Gaceta).

National Assembly of Nicaragua / La Gaceta carries the official instrument or communique. International Center for Not-for-Profit Law records the same dated act independently.

## Significance

The path is [civic space](/drivers/civic-space) and co-rulership: a completed legal vehicle for mass cancellation of civic and religious organisations.

## What is established and what is not

Established: Law 1115 was published on 6 April 2022 as the general NPO-control statute; GHREN later attributed NGO mapping to her direction.

Not established: A unique later MESENI increment as Contribution.size, or that every later Interior acuerdo is this same gazette day.

What would change the picture: a contradictory original with a different date or name, a later repeal, a court that vacated the instrument, or a measured series that can be argued, with lag and alternatives, as a consequence of this instrument rather than of later institutions.

The date is the date of this instrument, not a licence to back-date every later harm or benefit.

The presidency executed. GHREN recorded mapping under her direction. Interior later cancelled.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies La Gaceta publishes Law 1115 centralising control of non-profit organisations, not a later speech about La Gaceta publishes Law 1115 centralising control of non-profit organisations.

Co-authors and later implementers named in Context remain on the file. La Gaceta publishes Law 1115 centralising control of non-profit organisations on 2022-04-06 is not a licence to treat every later National Assembly of Nicaragua / La Gaceta communique as this same act. If a later repeal, stay, or successor instrument exists, it needs its own date and its own row. This dossier refuses to average La Gaceta publishes Law 1115 centralising control of non-profit organisations into a personality. The contribution described on this Person row is limited to The Assembly passed. The presidency executed. GHREN recorded mapping under her direction. Interior later cancelled. That limit is the alternative to treating office-holding as authorship of every later series.
