# Police and parapolice forces launched the "clean-up" operations

The IACHR documented a second phase of repression centered on the so-called "clean-up operation," in which National Police and armed parapolice groups dismantled roadblocks and barricades in multiple cities. Amnesty International subsequently documented arbitrary arrests, torture and widespread or indiscriminate lethal-force allegations during this phase. The operation shifted repression from control of demonstrations toward organized territorial removal of opposition barricades.
