# Papandreou calls then abandons bailout referendum

On 31 October 2011 [George Papandreou](/people/george-papandreou) announced that Greeks would vote in a referendum on the country's second bailout, which unsettled markets and EU partners. The plan was withdrawn within days, and Papandreou then had to face a parliamentary confidence vote that he had called earlier.
