## The fact

On 14 November 1888 the Institut Pasteur was inaugurated in Paris in the presence of President Sadi Carnot, after a June 1887 decree of charitable status and a public subscription. [Pasteur](/people/louis-pasteur), impaired, had his speech read. The statutes named a rabies dispensary, an infectious-disease laboratory, and a teaching centre. It is not the 1891 Saigon institute and not a twentieth-century campaign Pasteur did not run. Five laboratories and a rabies service started under named colleagues, not under a single wizard.
