# Philippines enacts Universal Health Care Act (RA 11223), 2019

On 20 February 2019 President [Rodrigo Duterte](/people/rodrigo-duterte) signed Republic Act 11223. The Universal Health Care Act automatically enrolled all Filipinos in the national health-insurance programme, established access to promotive and preventive as well as curative, rehabilitative and palliative services, and created reforms to consolidate financing and strengthen local health-system governance.
