# Philippe forces pension reform through with Article 49.3

On 29 February 2020 [Édouard Philippe](/people/edouard-philippe) told the [National Assembly](/organizations/national-assembly) that the government would invoke Article 49.3 of the constitution to adopt the universal pension reform bill without a vote, staking its survival on the text. Opposition groups on the left and right filed censure motions in response. The reform was later suspended due to COVID-19.
