# Pakistan is placed on the FATF grey list as Khan prepares to take office

Date: 2018

## The fact

In June 2018 FATF placed Pakistan on its grey list for strategic AML/CFT deficiencies. Khan took office weeks later and inherited the action plan; his governments then passed some terror-finance statutes. The Fact stored here is the completed grey-listing that framed his term, plus his partial legislative response, not the October 2022 exit that occurred under Shehbaz.

## Context

FATF plenaries sit abroad. Finance and interior draft bills. He did not vote in Paris. Sharing with the army’s counter-terror file is not a reason to drop the political yes on later bills.

The 2022 FATF exit is on Shehbaz’s calendar. IMF 2019 is a neighbouring finance row.

Pakistan’s prime minister is elected by the [National Assembly](/organizations/national-assembly) and chairs the cabinet. He does not write IMF Executive Board minutes, Indian statutes, army operational orders, NAB judgments, or PBS CPI methodology. A maiden speech is not a Finance Act. A rally is not a gazette. A diplomatic cable is not a completed foreign coup. A tweet is not a statute.

## Evidence and sources

Financial Action Task Force carries the official instrument or communique. Reuters records the same dated act independently.

## Significance

The path is [banking-system stability](/drivers/banking-system-stability) and sanctions-adjacent finance: a completed grey-listing raises correspondent-banking friction through his term.

## What is established and what is not

Established: a June 2018 FATF grey-listing just before his oath, independently reported, which his term then had to work.

Not established: that he authored the listing, or that he personally achieved the 2022 exit.

What would change the picture: a contradictory original with a different date or name, a later repeal, a court that vacated the instrument, or a measured series that can be argued, with lag and alternatives, as a consequence of this instrument rather than of later institutions.

The date is the date of this instrument, not a licence to back-date every later harm or benefit.

He inherited and partly legislated. Shehbaz later saw the exit. Banks paid the friction.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies Pakistan is placed on the FATF grey list as Khan prepares to take office, not a later speech about Pakistan is placed on the FATF grey list as Khan prepares to take office.

Co-authors and later implementers named in Context remain on the file. Pakistan is placed on the FATF grey list as Khan prepares to take office on 2018-06-27 is not a licence to treat every later Financial Action Task Force communique as this same act. If a later repeal, stay, or successor instrument exists, it needs its own date and its own row. This dossier refuses to average Pakistan is placed on the FATF grey list as Khan prepares to take office into a personality. The contribution described on this Person row is limited to FATF listed. He inherited and partly legislated. Shehbaz later saw the exit. Banks paid the friction. That limit is the alternative to treating office-holding as authorship of every later series.
