# Poland declares a state of exception on the Belarus border

In September 2021 [Morawiecki](/people/mateusz-morawiecki)’s government declared a state of exception and later built a barrier as Belarus pushed people toward the EU. Rights groups documented reduced asylum access and deaths. The line is a completed security-migration act.
