# Peña enacts Law 7363 on non-profit control, the statute CIVICUS called the garrote

Date: 2024

## The fact

On 15 November 2024 President [Santiago Peña](/people/santiago-pena) enacted Law 7363 on control, transparency and accountability of non-profit organisations. CIVICUS recorded the “garrote” nickname and, days later, the Bicameral Investigation Commission’s 60-day extension of NPO scrutiny.

## Context

He was already president. Cartes remains unresolved. He did not sit as every commission clerk.

August 2024 CBI mandate is parent weather. 15 August 2023 oath is the presidential parent. Keep Peña enacts Law 7363 on non-profit control, the statute CIVICUS called the garrote on 2024-11-15 separate from neighbouring 15 August 2023 oath, 15 November 2024 Law 7363, and April 2025 Itaipú Annex C suspension.

The president of Paraguay is head of state and head of government. He can enact an NGO statute, suspend treaty talks, and appoint ministers. He does not sit as an Itaipú turbine operator, a TSJE precinct printer, or a US designations officer.

## Evidence and sources

Congress of Paraguay carries the official instrument or communique. CIVICUS Monitor records the same dated act independently.

## Significance

The path is [civic space](/drivers/civic-space) and Colorado continuity: a completed NPO-control statute.

## What is established and what is not

Established: Law 7363 was enacted on 15 November 2024; CIVICUS recorded the garrote nickname and the CBI extension.

Not established: A unique later association integer, or that every later press confrontation is this same gazette day.

What would change the picture: a contradictory original with a different date or name, a later repeal, a court that vacated the instrument, or a measured series that can be argued, with lag and alternatives, as a consequence of this instrument rather than of later institutions.

The date is the date of this instrument, not a licence to back-date every later harm or benefit.

He enacted. The CBI extended scrutiny. NPOs are the listed objects.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies Peña enacts Law 7363 on non-profit control, the statute CIVICUS called the garrote, not a later speech about Peña enacts Law 7363 on non-profit control, the statute CIVICUS called the garrote.

Co-authors and later implementers named in Context remain on the file. Peña enacts Law 7363 on non-profit control, the statute CIVICUS called the garrote on 2024-11-15 is not a licence to treat every later Congress of Paraguay communique as this same act. If a later repeal, stay, or successor instrument exists, it needs its own date and its own row. This dossier refuses to average Peña enacts Law 7363 on non-profit control, the statute CIVICUS called the garrote into a personality. The contribution described on this Person row is limited to Congress passed. He enacted. The CBI extended scrutiny. NPOs are the listed objects. That limit is the alternative to treating office-holding as authorship of every later series.
