# Russia’s central election commission declares Putin the winner of the 2024 presidential vote

Date: 2024

## The fact

On 21 March 2024 the Central Election Commission adopted Resolution No. 163/1291-8 on the results of the 15–17 March 2024 presidential election, declaring [Vladimir Putin](/people/vladimir-putin) elected with 87.28% of the vote (76,277,708 votes). Preliminary results published from 17 March had shown about 87%. Serious opposition candidates had been barred or were dead.

## Context

Boris Nadezhdin was refused registration; Alexei Navalny was dead in a colony a month earlier; independent observation was constrained. Putin ran; the CEC counted; regional commissions administered. He did not print every protocol by hand.

The 2020 constitution reset made the run legally available. Navalny’s death is a different date.

The president of the Russian Federation is commander-in-chief and can issue decrees, sign statutes the Federal Assembly has passed, and represent the state abroad. He does not write UN General Assembly resolutions, ICC warrants, or European Council conclusions.

## Evidence and sources

Central Election Commission of the Russian Federation carries the official instrument or communique. Reuters records the same dated act independently.

## Significance

The path is [democratic-resilience](/drivers/democratic-resilience): a completed vote without a competitive opposition is a managed ratification, not a transfer test.

## What is established and what is not

Established: a CEC resolution of 21 March 2024 (No. 163/1291-8) declaring Putin elected with 87.28% after voting on 15–17 March 2024.

Not established: that independent observers validated the count, or that the barred candidates would have won.

What would change the picture: a contradictory original with a different date or name, a later repeal, a court that vacated the instrument, or a measured series that can be argued, with lag and alternatives, as a consequence of this instrument rather than of later institutions.

The date is the date of this instrument, not a licence to back-date every later harm or benefit.

The CEC declared it. Courts and the interior ministry had already shaped the candidate field.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies Russia’s central election commission declares Putin the winner of the 2024 presidential vote, not a later speech about Russia’s central election commission declares Putin the winner of the 2024 presidential vote.

Co-authors and later implementers named in Context remain on the file. Russia’s central election commission declares Putin the winner of the 2024 presidential vote on 2024-03-21 is not a licence to treat every later Central Election Commission of the Russian Federation communique as this same act. If a later repeal, stay, or successor decree exists, it needs its own date and its own row. This dossier refuses to average Russia’s central election commission declares Putin the winner of the 2024 presidential vote into a personality. The contribution described on this Person row is limited to He ran and accepted the result. The CEC declared it. Courts and the interior ministry had already shaped the candidate field. That limit is the alternative to treating office-holding as authorship of every later series.
