On 20 December 1917 N.S. the Council of People's Commissars established the All-Russian Extraordinary Commission (Cheka) under Felix Dzerzhinsky to combat counter-revolution and sabotage. [Lenin](/people/vladimir-lenin) chaired Sovnarkom.
