# Putin signs the treaty claiming Crimea as part of Russia

Date: 2014

## The fact

On 18 March 2014 President Putin signed a treaty and delivered a Kremlin address claiming Crimea and Sevastopol as parts of Russia after a hastily organised vote under Russian military presence.

## Context

Russian forces without insignia had seized the peninsula after [Yanukovych](/people/viktor-yanukovych) fled Kyiv. The UNGA later rejected the annexation. [Putin](/people/vladimir-putin) signed; the Federation Council approved; the Black Sea Fleet already sat in Sevastopol under a basing treaty. He did not write Ukraine’s constitution.

Georgia 2008 and the 2022 four-region ceremony are different dates.

The president of the Russian Federation is commander-in-chief and can issue decrees, sign statutes the Federal Assembly has passed, and represent the state abroad. He does not write UN General Assembly resolutions, ICC warrants, or European Council conclusions.

## Evidence and sources

President of Russia carries the official instrument or communique. Reuters records the same dated act independently.

## Significance

The path is [democratic-resilience](/drivers/democratic-resilience) and [protection of minority rights](/drivers/protection-of-minority-rights): annexing a neighbour’s peninsula by force-backed vote is a completed territorial revision. Crimean Tatar and Ukrainian civic status on the peninsula changed under Russian law.

## What is established and what is not

Established: a 18 March 2014 signed treaty and address claiming Crimea, after a vote under Russian military presence.

Not established: UN recognition, or that every later Donbas casualty was this treaty.

What would change the picture: a contradictory original with a different date or name, a later repeal, a court that vacated the instrument, or a measured series that can be argued, with lag and alternatives, as a consequence of this instrument rather than of later institutions.

The date is the date of this instrument, not a licence to back-date every later harm or benefit.

Forces already on the peninsula made the vote possible. The UNGA later rejected it.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies Putin signs the treaty claiming Crimea as part of Russia, not a later speech about Putin signs the treaty claiming Crimea as part of Russia.

Co-authors and later implementers named in Context remain on the file. Putin signs the treaty claiming Crimea as part of Russia on 2014-03-18 is not a licence to treat every later President of Russia communique as this same act. If a later repeal, stay, or successor decree exists, it needs its own date and its own row. This dossier refuses to average Putin signs the treaty claiming Crimea as part of Russia into a personality. The contribution described on this Person row is limited to He signed the treaty and spoke the claim. Forces already on the peninsula made the vote possible. The UNGA later rejected it. That limit is the alternative to treating office-holding as authorship of every later series.
