## The fact

In July 1921 Sovnarkom publicly acknowledged a catastrophic famine on the Volga and authorized foreign relief, including Hoover’s American Relief Administration. Drought met a countryside already stripped by prodrazvyorstka. Death estimates later run in the millions and remain demographic ranges.

Later speeches, cult, and measured outcomes are not mixed into this Fact.

## Context

NEP had just been announced; it could not feed the 1921 harvest failure immediately. Church valuables seizures in 1922 are a related fiscal-religious Fact.
