# Russia launches a five-day war against Georgia over South Ossetia

Date: 2008

## The fact

On 8 August 2008 Russian forces entered Georgia after fighting in and around South Ossetia. Putin was prime minister; [Medvedev](/people/dmitry-medvedev) was president and commander-in-chief on paper. [Putin](/people/vladimir-putin) publicly directed the war from the Caucasus.

## Context

Saakashvili’s government had moved on Tskhinvali; Russian forces drove to Gori and threatened Tbilisi. A French-brokered ceasefire followed. Attribution of the first shot is disputed; the later occupation of South Ossetia and Abkhazia is not. Complex contribution: Medvedev held the presidency; Putin was the dominant security figure and appeared in theatre.

Crimea 2014 is a different date. Recognition of Abkhazia and South Ossetia shortly after the war is a neighbouring instrument.

The president of the Russian Federation is commander-in-chief and can issue decrees, sign statutes the Federal Assembly has passed, and represent the state abroad. He does not write UN General Assembly resolutions, ICC warrants, or European Council conclusions.

## Evidence and sources

President of Russia carries the official instrument or communique. Reuters records the same dated act independently.

## Significance

The path is forced displacement and [democratic-resilience](/drivers/democratic-resilience) in a neighbouring state: a completed five-day war produced civilian flight and a frozen occupation. Shared Medvedev–Putin authorship is documented, not erased.

## What is established and what is not

Established: a completed August 2008 interstate war in Georgia, with Russian forces beyond the South Ossetian administrative line.

Not established: a unique unique first-shot coefficient that assigns exclusive blame to one capital, or that Putin held the presidential seal that week.

What would change the picture: a contradictory original with a different date or name, a later repeal, a court that vacated the instrument, or a measured series that can be argued, with lag and alternatives, as a consequence of this instrument rather than of later institutions.

The date is the date of this instrument, not a licence to back-date every later harm or benefit.

Medvedev was president. The general staff executed.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies Russia launches a five-day war against Georgia over South Ossetia, not a later speech about Russia launches a five-day war against Georgia over South Ossetia.

Co-authors and later implementers named in Context remain on the file. Russia launches a five-day war against Georgia over South Ossetia on 2008-08-08 is not a licence to treat every later President of Russia communique as this same act. If a later repeal, stay, or successor decree exists, it needs its own date and its own row. This dossier refuses to average Russia launches a five-day war against Georgia over South Ossetia into a personality. The contribution described on this Person row is limited to He was prime minister and the dominant security figure on the ground. Medvedev was president. The general staff executed. That limit is the alternative to treating office-holding as authorship of every later series.
