## The fact

On 6 June 1922 Sovnarkom established Glavlit, the Main Administration for Literary and Publishing Affairs, to unify pre-publication censorship. The October 1917 press decree had already closed ‘hostile’ papers. Glavlit made the peacetime office.

Later speeches, cult, and measured outcomes are not mixed into this Fact.
