# Russia ends participation in the Black Sea Grain Initiative

Date: 2023

## The fact

On 17 July 2023 Russia announced it would not extend the Black Sea Grain Initiative. The Istanbul arrangement of 22 July 2022 had let Ukrainian grain ships sail under UN and Turkish facilitation.

## Context

Moscow cited unfulfilled promises on its own agricultural exports and payments. The UN and Turkey said the deal could have been extended. [Putin](/people/vladimir-putin)’s government issued the notice; the defence ministry later threatened the corridor; Ukraine and the UN looked for Danube and overland substitutes. He had been a party to the original signature.

The 22 July 2022 signature is a different row with the opposite welfare sign. Do not net them into one mood.

The president of the Russian Federation is commander-in-chief and can issue decrees, sign statutes the Federal Assembly has passed, and represent the state abroad. He does not write UN General Assembly resolutions, ICC warrants, or European Council conclusions.

## Evidence and sources

Ministry of Foreign Affairs of the Russian Federation carries the official instrument or communique. Reuters records the same dated act independently.

## Significance

The path is [food-price pressure](/drivers/food-price-pressure): ending a working export corridor raises expected risk premia on Black Sea calories. It is not a finding that every later loaf in Africa was this notice.

## What is established and what is not

Established: a 17 July 2023 Russian notice ending participation in the UN-brokered grain arrangement.

Not established: a unique FAO price coefficient from that afternoon, or that Ukraine ceased to export by every route.

What would change the picture: a contradictory original with a different date or name, a later repeal, a court that vacated the instrument, or a measured series that can be argued, with lag and alternatives, as a consequence of this instrument rather than of later institutions.

The date is the date of this instrument, not a licence to back-date every later harm or benefit.

The UN and Turkey had offered an extension. Ukrainian and Romanian ports still had to find substitutes.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies Russia ends participation in the Black Sea Grain Initiative, not a later speech about Russia ends participation in the Black Sea Grain Initiative.

Co-authors and later implementers named in Context remain on the file. Russia ends participation in the Black Sea Grain Initiative on 2023-07-17 is not a licence to treat every later Ministry of Foreign Affairs of the Russian Federation communique as this same act. If a later repeal, stay, or successor decree exists, it needs its own date and its own row. This dossier refuses to average Russia ends participation in the Black Sea Grain Initiative into a personality. The contribution described on this Person row is limited to His government issued the exit. The UN and Turkey had offered an extension. Ukrainian and Romanian ports still had to find substitutes. That limit is the alternative to treating office-holding as authorship of every later series.
