## The fact

On 5 April 2022 [Sergey Lavrov](/people/sergey-lavrov) issued a ministry comment on Ukraine. He said the Western and Ukrainian “propaganda machine” was fueling hysteria over video from Bucha, that assertions of war crimes by Russian forces had been “proved false,” and that the events were a “blatantly false provocation” staged three days after Russian forces left, as a pretext to “torpedo” talks after Istanbul.

## Context

Russian forces had occupied Bucha in March 2022 and withdrawn around 30–31 March. Independent reporters and later UN human-rights reporting recorded civilian bodies on the streets of a town that had been under Russian control.
