# Putin signs the maternity-capital statute

Date: 2006

## The fact

On 29 December 2006 President Putin signed Federal Law 256-FZ creating ‘maternity capital’, a large earmarked payment for families at the birth or adoption of a second child, usable for housing, education, or the mother’s pension.

## Context

The programme followed a presidential address on demographic decline. Regional variants later appeared. [Putin](/people/vladimir-putin) signed; the Duma passed; the pension fund paid. He did not personally approve every later certificate.

Later expansions of the programme are neighbouring statutes if separately dated. The 2020 constitution’s social clauses are a different text.

The president of the Russian Federation is commander-in-chief and can issue decrees, sign statutes the Federal Assembly has passed, and represent the state abroad. He does not write UN General Assembly resolutions, ICC warrants, or European Council conclusions.

## Evidence and sources

President of Russia carries the official instrument or communique. UNICEF records the same dated act independently.

## Significance

The path is [social cohesion](/drivers/social-cohesion) and [household purchasing power](/drivers/household-purchasing-power): a completed earmarked family payment is a welfare instrument. Fertility effects are lagged and contested; the statute is not.

## What is established and what is not

Established: a 29 December 2006 signed statute creating a second-child capital payment.

Not established: a unique later total-fertility coefficient from the signing month, or that every later housing purchase was this voucher.

What would change the picture: a contradictory original with a different date or name, a later repeal, a court that vacated the instrument, or a measured series that can be argued, with lag and alternatives, as a consequence of this instrument rather than of later institutions.

The date is the date of this instrument, not a licence to back-date every later harm or benefit.

The Duma passed it. The pension fund paid certificates.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies Putin signs the maternity-capital statute, not a later speech about Putin signs the maternity-capital statute.

Co-authors and later implementers named in Context remain on the file. Putin signs the maternity-capital statute on 2006-12-29 is not a licence to treat every later President of Russia communique as this same act. If a later repeal, stay, or successor decree exists, it needs its own date and its own row. This dossier refuses to average Putin signs the maternity-capital statute into a personality. The contribution described on this Person row is limited to He proposed and signed 256-FZ. The Duma passed it. The pension fund paid certificates. That limit is the alternative to treating office-holding as authorship of every later series.
