# Putin announces partial mobilisation in Russia

Date: 2022

## The fact

On 21 September 2022 President Putin announced a ‘partial mobilisation’ and signed a corresponding decree. Defence minister [Shoigu](/people/sergei-shoigu) spoke of 300,000 reservists.

## Context

The decree followed stalled offensives and Ukrainian gains in Kharkiv oblast. Military commissariats implemented call-ups; regions reported uneven practice; men left for Georgia, Kazakhstan, and Finland. Putin signed; Shoigu quantified; local offices executed. Street abuses, where documented, are implementation cousins stored separately if they have their own dates.

Annexation ceremonies nine days later are a different instrument. Ukrainian mobilisation in 2024 is a different person’s statute.

The president of the Russian Federation is commander-in-chief and can issue decrees, sign statutes the Federal Assembly has passed, and represent the state abroad. He does not write UN General Assembly resolutions, ICC warrants, or European Council conclusions.

## Evidence and sources

President of Russia carries the official instrument or communique. Reuters records the same dated act independently.

## Significance

The path is forced displacement and [democratic-resilience](/drivers/democratic-resilience) inside Russia: a completed call-up expanded the war’s manpower and produced an emigration spike. It is not a finding that every later casualty was this decree alone.

## What is established and what is not

Established: a 21 September 2022 presidential mobilisation decree and address, with a defence-ministry figure of about 300,000 reservists.

Not established: a unique later death coefficient from the signature hour, or that every regional raid was personally ordered from the Kremlin that morning.

What would change the picture: a contradictory original with a different date or name, a later repeal, a court that vacated the instrument, or a measured series that can be argued, with lag and alternatives, as a consequence of this instrument rather than of later institutions.

The date is the date of this instrument, not a licence to back-date every later harm or benefit.

Shoigu announced the scale. Commissariats implemented. Neighbouring states received the leavers.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies Putin announces partial mobilisation in Russia, not a later speech about Putin announces partial mobilisation in Russia.

Co-authors and later implementers named in Context remain on the file. Putin announces partial mobilisation in Russia on 2022-09-21 is not a licence to treat every later President of Russia communique as this same act. If a later repeal, stay, or successor decree exists, it needs its own date and its own row. This dossier refuses to average Putin announces partial mobilisation in Russia into a personality. The contribution described on this Person row is limited to He signed the decree. Shoigu announced the scale. Commissariats implemented. Neighbouring states received the leavers. That limit is the alternative to treating office-holding as authorship of every later series.
