On 21 February 2022 President Putin signed decrees recognising the ‘Donetsk People’s Republic’ and the ‘Luhansk People’s Republic’ as states and ordered Russian ‘peacekeepers’ into those territories.

Minsk agreements treated the oblasts as Ukrainian. Recognition converted a frozen conflict into a claimed interstate border. The Security Council session and later German halt of Nord Stream 2 certification cited this act.
