On 5 September 1918, after the 30 August shooting of [Lenin](/people/vladimir-lenin) by Fanny Kaplan and the killing of Uritsky, Sovnarkom issued a decree on the Red Terror: isolation of class enemies in camps and shooting of those involved in White Guard organizations. The Cheka shot hostages in Petrograd, Kronstadt and elsewhere.

Later speeches, cult, and measured outcomes are not mixed into this Fact.

White terror existed independently. That does not repeal this decree. Kaplan’s attempt is the immediate trigger, not the legal content.
