## The fact

On 12 May 2024 a presidential decree appointed [Sergei Shoigu](/people/sergei-shoigu) secretary of the Security Council of the Russian Federation and nominated Andrei Belousov as minister of defence.

## Context

He had been defence minister since 2012 and through the full-scale invasion. Deputy defence minister Timur Ivanov had been arrested on bribery charges weeks earlier.
