## The fact

On 27 November 1917 N.S. Sovnarkom issued a decree on workers’ control, giving factory committees rights to inspect production and accounts. [Lenin](/people/vladimir-lenin) had drafted the line. By 1918 one-man management and glavki recentralized.

Later speeches, cult, and measured outcomes are not mixed into this Fact.
