# Niinisto delivers EU 'Safer Together' preparedness report

Date: 2024

On 30 October 2024 former Finnish President Sauli Niinisto delivered 'Safer Together,' a high-level report commissioned by European Commission President [Ursula von der Leyen](/people/energy-ursula-von-der-leyen) in March 2024 on strengthening the EU's civilian and military preparedness and crisis readiness. The 165-page report drew on Finland's comprehensive-security model and recommended a whole-of-society, all-hazards approach, including deeper EU-NATO cooperation, stockpiling, and a strengthened EU crisis-response coordination centre. It is an advisory input shaping the EU's security and preparedness agenda rather than binding legislation.
