# NKVD is reorganized and the GULAG becomes a central labour system

## The fact

On 10 July 1934 the OGPU was folded into an all-union NKVD. The GULAG, already running canal and timber camps, became a standing labour-camp administration under that commissariat. Kirov’s murder in December 1934 then accelerated arrests — a later Fact.

Later speeches, the cult, and measured deaths are not mixed into this Fact.

## Context

Solovki and the White Sea Canal predate 1934. The 1934 statute is the union-scale reorganization. Applebaum, Khlevniuk and the Memorial Society’s later databases independently reconstruct camp populations as archival series, not literary metaphor.

Shared responsibility with the Politburo, Sovnarkom, NKVD, front commands, and later the State Defence Committee is part of the record. Sharing is not a reason to drop [Stalin](/people/joseph-stalin)’s signature or chairmanship, and it is not a reason to treat every local killing as a personal handwriting sample.

## Evidence and sources

The Library of Congress GULAG exhibit publishes NKVD documents. Britannica records the institution. Getty, Rittersporn and Zemskov debate numbers but not the existence of the camp economy.

Where later commissions publish death or deportee estimates, those estimates are attributed to the commission, not invented as a Factrail original count.
