# NKVD Order 00447 launches the mass kulak operation Date: 1937 ## The fact On 30 July 1937 NKVD Order No. 00447, approved by the Politburo, set regional quotas for Category 1 (execution) and Category 2 (GULAG) against former kulaks, criminals and ‘anti-Soviet elements’. Troikas sentenced without ordinary courts. [Stalin](/people/joseph-stalin) later signed increases to the quotas. Later speeches, the cult, and measured deaths are not mixed into this Fact. ## Context Yezhov was NKVD commissar. National operations against Poles, Germans, Latvians and others ran in parallel (Order 00485 and others). The 1937–38 ‘Yezhovshchina’ is a cluster; 00447 is the kulak-mass-operation instrument. Shared responsibility with the Politburo, Sovnarkom, NKVD, front commands, and later the State Defence Committee is part of the record. Sharing is not a reason to drop Stalin’s signature or chairmanship, and it is not a reason to treat every local killing as a personal handwriting sample. ## Evidence and sources The order is published in the Wilson Center Digital Archive and Getty/Naumov document collections.
