# Order No. 227 creates blocking detachments and penal units Date: 1942 ## The fact On 28 July 1942 People’s Commissar of Defence Order No. 227, signed by [Stalin](/people/joseph-stalin), forbade unauthorized retreat, required blocking detachments to shoot fleeing panickers, and created penal battalions and companies. It was issued during the German drive toward Stalingrad and the Caucasus. 227 creates blocking detachments and penal units (1942-07-28). Later speeches, the cult, and measured deaths are not mixed into this Fact. ## Context The order is both a combat-discipline instrument and a lethal internal-repression instrument. Zhukov and front commanders implemented it. Later memoir claims that blocking detachments ‘saved the front’ are interpretations, not the text. Shared responsibility with the Politburo, Sovnarkom, NKVD, front commands, and later the State Defence Committee is part of the record.
