# California Enacts SB 53, the First US Frontier-AI Transparency Law

On 29 September 2025 California Governor [Gavin Newsom](/people/edu-gavin-newsom) signed Senate Bill 53, the Transparency in Frontier Artificial Intelligence Act, authored by state Senator Scott Wiener. It is the first US state law specifically targeting the largest 'frontier' AI developers: companies above a revenue threshold must publicly publish safety and security frameworks, report critical safety incidents to the state Office of Emergency Services, and the law adds whistleblower protections for AI-lab staff plus a public-compute initiative (CalCompute). The law followed Newsom's 2024 veto of the broader SB 1047, and is widely described as a narrower, transparency-focused successor.
