## The fact

In July 2018 Law 7143’s construction-amnesty provisions let owners of unlicensed or non-compliant buildings register them for a fee.

## Context

The amnesty was sold as regularisation. Engineers later argued it legalised unsafe stock. [Erdoğan](/people/recep-tayyip-erdogan)’s AKP passed it; the Gazette published; municipalities registered. He did not pour every unlicensed floor.

The 6 February 2023 earthquake is a different date and a different physical event.
