# Trump order waives Graham Act duties and Russia sanctions

On 16 October 2026 [Donald Trump](/people/mig-donald-trump) signed an executive order implementing the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026 and, in the same order, waiving its duties under sections 112 and 113 together with the sanctions and restrictions in sections 102(a), 102(d), 102(e), 103 to 111 and 117. He certified to Congress that the waivers served US national interests, while sanctions imposed under earlier Russia executive orders stayed in force. CBS reported that the step came days before 100% tariffs on the largest buyers of Russian oil were due to start.
