# Employment Rights Act 2025 receives royal assent

Date: 2025

## The fact

On 18 December 2025 the Employment Rights Act 2025 received royal assent. The Act shortens the unfair-dismissal qualifying period, makes statutory sick pay and paternity leave day-one rights, limits fire-and-rehire, and repeals the Strikes (Minimum Service Levels) Act 2023 from assent.

## Context

The Bill was introduced on 10 October 2024 as the Plan to Make Work Pay’s first phase. [Angela Rayner](/people/angela-rayner) and later business secretaries carried ping-pong with the Lords, including a concession from day-one unfair dismissal to a six-month qualifying period. Starmer called it a pro-worker, pro-business framework. Employers still write contracts. Tribunals still hear claims. Acas still conciliate.

Introduction in October 2024 and later commencement regulations are neighbouring.

The Prime Minister of the United Kingdom is First Lord of the Treasury and chairs Cabinet. He does not enact statutes alone. Parliament enacts; courts review; the Home Office, DWP, HMT, MoJ, DESNZ and NESO implement. After 20 July 2026 he is a backbench MP for Holborn and St Pancras, not the author of [Andy Burnham](/people/andy-burnham)’s instruments. Office-holding is not authorship of every later welfare series. Allegation is not a completed judgment.

## Evidence and sources

GOV.UK carries the official instrument or communique. Acas records the same dated act independently.

## Significance

The path is household security in work: a completed statute that advances unfair-dismissal, sick pay, and zero-hours protections is a labour-rights gain with phased commencement.

## What is established and what is not

Established: royal assent on 18 December 2025 for the Employment Rights Act, including immediate repeal of statutory minimum service levels during strikes.

Not established: that every right applied that morning, or a unique productivity coefficient from assent.

What would change the picture: a contradictory original with a different date or name, a later repeal, a court that vacated the instrument, or a measured series that can be argued, with lag and alternatives, as a consequence of this instrument rather than of later institutions.

The date is the date of this instrument, not a licence to back-date every later harm or benefit.

Rayner and business secretaries carried the Bill. Parliament enacted. Employers and tribunals implement.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies Employment Rights Act 2025 receives royal assent, not a later speech about Employment Rights Act 2025 receives royal assent.

Co-authors and later implementers named in Context remain on the file. Employment Rights Act 2025 receives royal assent on 2025-12-18 is not a licence to treat every later GOV.UK communique as this same act. If a later repeal, stay, or successor instrument exists, it needs its own date and its own row. This dossier refuses to average Employment Rights Act 2025 receives royal assent into a personality. The contribution described on this Person row is limited to He made Make Work Pay a King’s Speech priority. Rayner and business secretaries carried the Bill. Parliament enacted. Employers and tribunals implement. That limit is the alternative to treating office-holding as authorship of every later series.
