# Keir Starmer is elected Leader of the Labour Party

Date: 2020

## The fact

On 4 April 2020 Keir Starmer was declared Leader of the Labour Party and Leader of the Opposition after a members’ ballot, succeeding [Jeremy Corbyn](/people/jeremy-corbyn).

## Context

Labour members and affiliated supporters voted during the first COVID lockdown. Starmer defeated Rebecca Long-Bailey and Lisa Nandy. The Electoral Commission regulates party finances, not this ballot’s inner count. A leader can rewrite fiscal pledges; he cannot spend. The later February 2024 green-investment withdrawal is a neighbouring instrument. The 2024 general election is a different date.

The 2024 premiership and the 2024 green-pledge withdrawal are different dates. Do not collapse a party ballot into a statute.

The Leader of the Opposition does not command the civil service. A party conference pledge is not enrolled law. Manifesto numbers can be withdrawn before an election; they still sit on the public record as a completed political instrument of that date.

## Evidence and sources

Labour Party carries the official instrument or communique. BBC records the same dated act independently.

## Significance

The path is [democratic-resilience](/drivers/democratic-resilience) inside a major party: a completed leadership ballot staffs the Opposition. It does not move a welfare indicator without later instruments.

## What is established and what is not

Established: Starmer was declared Labour leader on 4 April 2020 after a members’ ballot.

Not established: that the leadership itself cut NHS waiting lists, or that every later U-turn was already contained in the 2020 speeches.

What would change the picture: a contradictory original with a different date or name, a later repeal, a court that vacated the instrument, or a measured series that can be argued, with lag and alternatives, as a consequence of this instrument rather than of later institutions.

The date is the date of this instrument, not a licence to back-date every later harm or benefit.

The party counted. He did not yet command the civil service.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies Keir Starmer is elected Leader of the Labour Party, not a later speech about Keir Starmer is elected Leader of the Labour Party.

Co-authors and later implementers named in Context remain on the file. Keir Starmer is elected Leader of the Labour Party on 2020-04-04 is not a licence to treat every later Labour Party communique as this same act. If a later repeal, stay, or successor instrument exists, it needs its own date and its own row. This dossier refuses to average Keir Starmer is elected Leader of the Labour Party into a personality. The contribution described on this Person row is limited to He won the members’ ballot. The party counted. He did not yet command the civil service. That limit is the alternative to treating office-holding as authorship of every later series.
