# Starmer’s government publishes the Strategic Defence Review and a higher spending path

Date: 2025

## The fact

In June 2025 the government published a Strategic Defence Review and confirmed a path to raise defence spending toward 2.5 percent of GDP, with later NATO-facing commitments.

## Context

John Healey ran Defence. Starmer had already used the 2024–25 cycle to lock in Ukraine support and AUKUS continuity. NATO’s later 5 percent discussion is a neighbouring alliance instrument. The OBR still has to score fiscal trade-offs. Industry still has to build munitions. Starmer does not command Ukrainian brigades. He does own the UK spending path.

AUKUS (2021, [Johnson](/people/mike-johnson)-era) is a neighbouring inherited pact. Ukraine aid packages are neighbouring if separately dated.

The Prime Minister of the United Kingdom is First Lord of the Treasury and chairs Cabinet. He does not enact statutes alone. Parliament enacts; courts review; the Home Office, DWP, HMT, MoJ, DESNZ and NESO implement. After 20 July 2026 he is a backbench MP for Holborn and St Pancras, not the author of [Andy Burnham](/people/andy-burnham)’s instruments. Office-holding is not authorship of every later welfare series. Allegation is not a completed judgment.

## Evidence and sources

Ministry of Defence carries the official instrument or communique. Reuters records the same dated act independently.

## Significance

It is not a finding that every later NATO communiqué was this PDF.

## What is established and what is not

Established: publication in June 2025 of a Strategic Defence Review with a government path to higher defence spending as a share of GDP.

Not established: a unique battlefield outcome in Ukraine from the launch, or that the OBR’s fiscal path was costless.

What would change the picture: a contradictory original with a different date or name, a later repeal, a court that vacated the instrument, or a measured series that can be argued, with lag and alternatives, as a consequence of this instrument rather than of later institutions.

The date is the date of this instrument, not a licence to back-date every later harm or benefit.

Healey ran the review. The Treasury funds. Industry delivers with lag.. A later repeal, court stay, or successor order would be a different Fact with a different date. The locator for 2025-06-02 remains https://www.gov.uk/government/publications/the-strategic-defence-review-2025-making-britain-safer-secure-at-home-strong-abroad. That locator identifies Starmer’s government publishes the Strategic Defence Review and a higher spending path, not a later speech about Starmer’s government publishes the Strategic Defence Review and a higher spending path.

Co-authors and later implementers named in Context remain on the file. Starmer’s government publishes the Strategic Defence Review and a higher spending path on 2025-06-02 is not a licence to treat every later Ministry of Defence communique as this same act. If a later repeal, stay, or successor instrument exists, it needs its own date and its own row. This dossier refuses to average Starmer’s government publishes the Strategic Defence Review and a higher spending path into a personality. The contribution described on this Person row is limited to He owned the spending path as Prime Minister. Healey ran the review. The Treasury funds. Industry delivers with lag. That limit is the alternative to treating office-holding as authorship of every later series.
