## The fact

On 25 January 2019 DHS announced the Migrant Protection Protocols, returning certain non-Mexican asylum applicants to Mexico to wait for U.S. immigration-court dates.

## Context

DHS and DOJ EOIR implemented. Mexico agreed under pressure to receive returnees. UNHCR and U.S. inspectors later documented kidnapping and access failures in Mexican border cities. Courts oscillated. Trump publicly owned the programme as a deterrent.

Donald Trump did not act alone on every file. Congress, courts, agencies, foreign counterparts, and later administrators share specific instruments. Office-holding is not automatic authorship of every downstream welfare series. Allegation is not a completed judgment.
