# A U.S. strike in Baghdad kills Iranian general Qasem Soleimani

Date: 2020

## The fact

On 3 January 2020 a U.S. drone strike at Baghdad International Airport killed Qasem Soleimani, commander of Iran’s Quds Force, and accompanying PMF figures including Abu Mahdi al-Muhandis. [President Trump](/people/mig-donald-trump) announced the strike as his decision. Iran later struck U.S. forces at Ayn al-Asad; a Ukrainian airliner was shot down in Tehran in the aftermath by Iranian missiles — that airliner is a neighbouring Fact with Iranian authors, not merged here.

strike in Baghdad kills Iranian general Qasem Soleimani (2020-01-03).

## Context

The President directed; DoD executed. Iraqi sovereignty was implicated. Congress had not passed a new authorisation for a war with Iran. A completed targeted killing of a foreign general is a security instrument with escalation risk. It is not a finding that Soleimani’s prior conduct was fictional; it is also not a finding that the strike was a UN-authorised enforcement action.

Donald Trump did not act alone on every file. Congress, courts, agencies, foreign counterparts, and later administrators share specific instruments. Office-holding is not automatic authorship of every downstream welfare series. Allegation is not a completed judgment.

## Evidence and sources

DoD/White House contemporaneous statements and independent reporting of the Baghdad strike are official/independent. They do not convert the strike into a unique global armed-conflict-deaths coefficient without a series.

## Significance

[Humanitarian-access](/drivers/humanitarian-access)/escalation path: a completed strike that produced Iranian missile retaliation is a documented escalation with civilian-risk spillover (the airliner is separately authored). Stored as worsening humanitarian-access / conflict intensity at medium confidence.

A completed Baghdad strike on an Iranian general produced a documented retaliation cycle with civilian-risk spillover in the theatre.

## What is established and what is not

Established: 3 January 2020 U.S. strike killed Soleimani in Baghdad on Trump’s announced order. Not established: that the airliner victims are U.S.-authored, or that Iran’s network vanished.

What would change the picture: a contradictory original with a different date or name, a court that vacated the instrument, or a measured series that can be argued, with lag and alternatives, as a consequence of this instrument rather than of later institutions.

The date is the date of this instrument, not a licence to back-date every later harm or benefit. The score must not treat the Ukrainian airliner as a U.S. shoot-down, or treat Soleimani as a civilian bystander.

DoD executed. Iran retaliated. The airliner has Iranian authors.. Co-authors and later implementers named in Context remain on the file. A later repeal, court stay, or successor order would be a different Fact with a different date. The contribution type is direct. Trump’s documented role is limited to the instrument named in the title. He did not write the independent newspaper; the newspaper did not enact the instrument. Driver `humanitarian-access` is used because the mechanism in the FDI description is the one the evidence can actually support. Off-family indicator padding is refused.
