# USDA launches the Farmers to Families Food Box programme

## The fact

In May 2020 USDA, under the [Trump](/people/mig-donald-trump) administration, launched the Farmers to Families Food Box programme using CARES and CCC authority to buy produce, dairy and meat from suppliers and deliver boxes through nonprofits.

## Context

Secretary Perdue’s USDA implemented. Trump publicly promoted the boxes. IG and press later criticised some contractor awards and box quality. Those critiques are implementation costs on the same instrument, not a reason to unwrite food deliveries. Congress had supplied emergency funds in CARES.

Donald Trump did not act alone on every file. Congress, courts, agencies, foreign counterparts, and later administrators share specific instruments. Office-holding is not automatic authorship of every downstream welfare series. Allegation is not a completed judgment.

## Significance

Food-price/food-supply path: a completed emergency food-distribution programme is an improving access instrument of modest, time-limited scope, with documented contractor-opacity cost stored only if a second FDI is attached.

## What is established and what is not

Established: Farmers to Families Food Box launched May 2020 and delivered boxes. Not established: that it replaced SNAP, or that every contractor was clean.

What would change the picture: a contradictory original with a different date or name, a court that vacated the instrument, or a measured series that can be argued, with lag and alternatives, as a consequence of this instrument rather than of later institutions.
