# Trump signs the United States–Mexico–Canada Agreement implementing legislation

Date: 2020

## The fact

On 29 January 2020 [President Trump](/people/mig-donald-trump) signed the USMCA Implementation Act (Public Law 116-113), replacing NAFTA with a new North American trade statute after a renegotiation he demanded.

## Context

USTR Lighthizer negotiated. Mexico and Canada are treaty partners. A Democratic House extracted labour and enforcement add-ons. USMCA is a completed trade statute with mixed price and labour-enforcement effects. A later 2025 auto tariff sits on another row and does not unwrite 2020.

Donald Trump did not act alone on every file. Congress, courts, agencies, foreign counterparts, and later administrators share specific instruments. Office-holding is not automatic authorship of every downstream welfare series. Allegation is not a completed judgment.

## Evidence and sources

Congress.gov text of Public Law 116-113 and USTR USMCA pages are official. Independent reporting records the signing. They do not convert the statute into a unique real-wage series that week.

## Significance

Industrial-policy and household-price paths: a completed regional trade statute with tighter auto rules of origin is an improving predictability instrument relative to a threatened NAFTA collapse, with enforcement still partner-dependent.

Tighter auto rules of origin and a completed regional treaty increase expected North American industrial-policy leverage relative to a NAFTA collapse threat.

## What is established and what is not

Established: USMCA implementing legislation signed 29 January 2020. Not established: that every later Mexican labour complaint is this statute’s success or failure.

What would change the picture: a contradictory original with a different date or name, a court that vacated the instrument, or a measured series that can be argued, with lag and alternatives, as a consequence of this instrument rather than of later institutions.

The date is the date of this instrument, not a licence to back-date every later harm or benefit. The score must not treat 2025 auto tariffs as USMCA, or treat NAFTA as still in force.

Congress added labour terms. Mexico and Canada are counterparties.. Co-authors and later implementers named in Context remain on the file. A later repeal, court stay, or successor order would be a different Fact with a different date. The contribution type is direct. Trump’s documented role is limited to the instrument named in the title. He did not write the independent newspaper; the newspaper did not enact the instrument. Driver `industrial-policy-activism` is used because the mechanism in the FDI description is the one the evidence can actually support. Off-family indicator padding is refused. That pair identifies Trump signs the United States–Mexico–Canada Agreement implementing legislation, not a later speech about Trump signs the United States–Mexico–Canada Agreement implementing legislation.
