## The fact

On 6 July 2020 the [Trump](/people/mig-donald-trump) administration formally notified the United Nations of United States withdrawal from the World Health Organization, to take effect in July 2021. President Biden later halted the withdrawal. This Fact is the 2020 notice, not the 2025 second-term order.

## Context

Trump had attacked WHO over COVID and China. HHS and State executed notice. Appropriations still sat with Congress. The notice is a completed diplomatic instrument later reversed — reversal is another Fact.
